安省和阿尔伯塔站在一边,Flutter(PokerStars 母公司)、NSUS(GGPoker 母公司)和加拿大游戏业协会都获准出庭陈述。
Ontario's online poker and daily fantasy players are all watching the same date. On October 7 the Supreme Court of Canada hears file 42141 — Atlantic Lottery Corporation and three other provincial lottery corporations v. the Attorney General of Ontario, over one thing: cross-border shared liquidity.
The setup is simple. In February 2024 Ontario's cabinet referred a question to its Court of Appeal: if Ontario players compete against people outside Canada, does section 207(1)(a) of the Criminal Code still permit it. On November 12, 2025 the court answered yes, 4-1 — as long as the province "conducts and manages" its side of the game, where the opponent sits does not change the character. The lottery corporations appealed in December; Loto-Québec joined in April.
Their argument fits in one line: if one end of the table sits outside the province, the game is no longer conducted "in the province." Ontario and Alberta are on the same side, with Flutter (PokerStars' parent), NSUS Group (GGPoker's parent) and the Canadian Gaming Association granted time to argue.
The case covers pure peer-to-peer formats — poker and daily fantasy sports. Since the market opened in April 2022 Ontario has been a ring-fenced pool: fewer tables, smaller tournament fields. Operators reported better-than-expected 2025-26 poker results even inside that closed pool, but the ceiling is obvious.
For teams doing white-label platform selection, watch the rhythm, not the verdict. Judgment is usually reserved for months, putting the realistic window in the first half of 2027; even if Ontario wins, AGCO and iGaming Ontario still have to rewrite standards and operating agreements before licensees can pool. Platforms serving multiple markets need the switch on multi-jurisdiction API integration and player-pool isolation now: merging pools means switching funds, reporting and KYC by jurisdiction, and that is not built in a day after a ruling.
