这轮审查真正的新东西，是监管方第一次把过去五年被坐实的违规记录明确写进审查表。申请方要逐条说明：违规当时怎么整改的、以后靠什么防再犯。结果是若干家拿到了额外关注点，监管方没点名是谁、关注什么，只确认八家都达到了门槛。另一边，2026 年 1 月起生效的新规则给所有申请人加了两个必交件：一份重大变化通报机制说明，一份退场计划，写清牌照若到期不续，业务怎么收、玩家余额怎么快速退出。
回到包网方案选型的角度说两句。荷兰这轮续牌等于提醒所有人：牌照不是一次性门票，是五年一考的循环。做平台选型时值得多问一句——五年后续牌，你的系统能不能直接导出这五年完整合规记录？审计日志、玩家保护记录、限额执行明细，这些平时不起眼的数据留存，到续牌那年都是要交的作业。荷兰样本摆在这儿：合规做得糙的，续牌时每笔旧账都会被翻出来。市场越成熟，能持续合规就越比能快速上线值钱。
On 17 September, the Dutch Gambling Authority (Ksa) announced the first follow-up licences since the online market opened: all eight incumbents cleared, with the new permits running from 1 October through 30 September 2031. The list covers TOTO, Holland Casino, Kansino, FairPlay, Bingoal, bet365, GG Poker and BetCity. The market opened on 1 October 2021 with ten licences, each fixed at five years with no extension possible — a fresh application is the only route. Of the original ten, LiveScore Bet and tombola exited at the end of 2024, and the remaining eight all made it through.
The genuinely new part of this round is that the regulator, for the first time, explicitly put violations definitively established over the past five years into the assessment. Applicants had to explain, item by item, how each breach was remedied and what prevents a repeat. Several operators received additional points for attention; the Ksa did not say which operators or what the points cover, only that all eight met the bar. Separately, rules effective from 1 January 2026 added two required documents for every applicant: a policy for notifying the regulator of major changes, and an exit plan describing how the offering would be wound down and player balances paid out quickly if the licence ends.
Back to platform selection. The Dutch round is a reminder that a licence is not a one-time ticket — it is a five-year exam cycle. Worth asking before signing: when renewal comes, can your system export five years of complete compliance records in one pass? Audit logs, player-protection records, limit-enforcement detail — the data retention nobody looks at day to day becomes homework due at renewal. The Dutch sample is on the table: operators with sloppy compliance had every old entry pulled back up. The more mature a market, the more staying compliant beats launching fast.
