Ohio's iGaming bill is stirring again. State Rep. Brian Stewart told an iDEA webinar last week that HB 298 is unlikely to pass this year, but the framework is set — with the governor leaving office in January 2027, a new administration opens the real window.
The bill's sharpest line limits internet casino licenses to Ohio's 11 existing casinos and racinos; national brands must partner with a local licensee to enter. The tax is set at 28% — 99% to the General Revenue Fund, 1% to a problem-gambling fund. Stewart cites estimates of up to $400m in annual revenue.
The promotional rule is even stricter: online promo credits are banned outright. Operators may still offer incentives, but only as on-site redemptions — rooms, dining, shows, live play. Stewart's logic is blunt: when sports betting opened, FanDuel and DraftKings used bonuses to vacuum up online acquisition while locals got little. This time he wants online traffic to drive people into the buildings.
The numbers sit against a specific backdrop. Only seven or eight U.S. states have legal internet casino play, while neighbors Michigan, Pennsylvania and West Virginia already do. Ohio's casinos and racinos employ about 20,000 people; Gov. DeWine has opposed online expansion and departs in January. Democratic nominee Acton is open but wants safeguards; Republican nominee Ramaswamy has not committed.
For teams doing white-label platform selection, two signals. First, the promotions module is becoming an on-site redemption engine — online entitlements, in-person redemption and cross-channel reconciliation have to run on one system, which is more than issuing a coupon. Second, in states where licenses bind to physical assets, the platform's role is to be the technical base for local licensees; your API integration and redemption-interface capability decides whether you can enter such a market.
