回到包网方案选型的角度。这单的看点不是金额，是形态——罚款是钱，停业是收入和玩家信任双输。AGCO 用首张停牌罚单把话说清楚了：异常订单监控不是文书作业，是系统级能力。选平台时值得把风控问题往细里问：异常订单能不能自动识别、识别后记录链路完不完整、能不能一键生成上报材料、数据留存能不能撑住监管倒查。两年前没报上的一笔异常，两年后照样被翻出来——这就是留存的意义。
On 20 October, Ontario regulator AGCO announced a settlement with PointsBet Canada: the operator's Ontario site will go offline for two days, plus an independent audit — with an auditor and methodology approved by the AGCO — and independently validated remediation. The dispute began in February, when the AGCO proposed a five-day suspension over what it called a systemic failure to monitor, document and report suspicious order patterns. Ontario's market opened in April 2022; this was the regulator's first move to suspend a licensed operator.
The timeline is worth a close look. Every licensed operator was asked to check whether they had offered markets on former NBA player Jontay Porter and whether anything suspicious had been flagged. PointsBet's answer, after a long delay, was no. It took a US Department of Justice indictment made public in October 2025 — and a fresh AGCO inquiry — for the operator to concede it had. A five-day hearing at the Licence Appeal Tribunal was set to open on 19 October; the settlement cancels it: five days down to two, plus the audit. When the shutdown will be served has not been disclosed.
Back to platform selection. The story is the shape of the penalty, not the number — a fine is money, a shutdown costs revenue and player trust at once. With its first suspension, the AGCO made the point that monitoring suspicious activity is not paperwork but a system-level capability. Worth asking before signing: can anomalous orders be auto-detected, is the audit trail complete, can a regulator report be generated in one pass, and can data retention survive a two-year lookback? An unreported anomaly from two years ago still got pulled up — that is what retention is for.
