On 15 October, Finland's National Police Board issued the country's first licence under the new regime: a five-year permit for Malta-based Wildz Group, effective the day the market opens on 1 July 2027. The regulator has not published a full list yet — Wildz is simply the first to announce. As of end-September, more than 75 applications were queued, each carrying a non-refundable fee of EUR 29,000. Finland is one of the last European holdouts to give up its state monopoly, with all online activity previously belonging to Veikkaus. Under the new model, online casino and sportsbook open to licensed private operators, while lottery and land-based stay state-run. One thing worth noting: Wildz's Finnish users were already there. Blask data shows the Wildz brand has long sat in Finland's top five, while Veikkaus still held about 53% of September share. An early licence converts that existing offshore audience into regulated traffic — no need to fight for users on opening day.
Back to platform selection. Finland's application window opened in March, with processing running about six months — meaning everyone queuing now is aiming at 2027 revenue. The draft rules carry hard constraints: autoplay banned, responsible-gaming reminders every 15 minutes, a EUR 20 single-spin slot cap. Whether those compliance modules ship ready-made decides how fast an operator can go live after the licence lands. Wildz spent the grey period building its Finnish base; window-period homework beats opening-day moves — a new market starts the moment licences are issued, not on 1 July.
