On 13 October, New Zealand's Department of Internal Affairs published the results of its online casino licence auction: 11 companies won the right to apply for the country's 15 licences. The auction ran from 29 September to 12 October in an ascending-clock format — the price stepped up round by round, with participants choosing to stay in or drop out — and settled after 10 rounds at NZD 15 million (about EUR 7.5 million) per right to apply. The winners include local operators SkyCity and TAB alongside entities linked to Stake, Entain and Super Group. SkyCity took two rights, while Betway owner Super Group took three through Baytree Interactive, the maximum for a single player.
Two accounts worth running. First: the NZD 15 million buys only the right to apply, not the licence itself. Winners still have to file a full application and pass regulatory assessment — the DIA says auction success does not guarantee a licence. Industry sources note the price works out more expensive than Brazil's regulated market at EUR 5.2 million, and Brazil is far the larger market. Second: 1 December is the hard gate. Providers that have not filed an application must stop operating in New Zealand that day; those with applications under consideration may keep operating, but without advertising. Brand names are not being published at this stage, on the official reasoning that they "may change throughout the application process".
For anyone selling a platform package, this list of auction winners is next year's customer list: they all need platforms, content and a licensed tech stack, and the 1 December deadline pushes them to move fast. In a turnkey build aimed at multiple markets, one-off items like licence fees and application rights belong in the budget early — New Zealand's pricing says the entry ticket for hot markets only gets more expensive. The presence of SkyCity and TAB is also a reminder that in newly opened markets, local players and incoming brands are not a zero-sum game, and localisation capability is itself part of the technology stack.
